I paired this shirt and skirt because I thought they would look pretty together. What I didn't realize was that they would actually look like they were connected, something I figured out when I started getting compliments on my "dress." But now, as I look at these pictures, I can see that this blouse and skirt are nearly the exact same shade of navy, which is pretty fun. So yes, it is possible to make a dress without knowing how to sew.
